President Andrew Johnson clashed with Congress over Reconstruction policies. In 1868, he was impeached after violating the Tenure of Office Act by removing a cabinet member. He avoided removal by one vote in the Senate, but his weakened position allowed Congress to push stricter Reconstruction measures.
