William Howard Taft comes in at No. 24 on the list, thanks to his administrative prowess. As President of the United States (1909-1913) and Chief Justice of the United States (1912-1913), he is the only person to have ever done so (1921-1930). Taft was Roosevelt’s choice to succeed him as 27th Commander in Chief after Roosevelt’s death.
Internal strife marred Taft’s administration as much as the victory against W. J. Bryan in the 1908 election. He couldn’t find a middle ground between his conservative and liberal ideals. Unhappy with his successor, Roosevelt ran against him in 1912 but lost.
