#20: Midgar — Final Fantasy VII (Square, 1997)
Midgar is a city built on a series of steel plates elevated above the slums below, where the population lives without sunlight in permanent poverty while the corporation Shinra Electric Power Company drains the planet’s life force through reactors to power the city above. The plate structure means the wealthy literally live on top of the poor and can, in moments of political inconvenience, drop sections of the plate onto the slums below, which the game depicts with considerable directness.
