The town exists in two states simultaneously: an ordinary, fog-covered American resort town and a rust-and-darkness version that manifests the specific psychological trauma of whoever has entered it. The monsters are not random but constructed from guilt, grief, and repressed memory, which means the town is essentially a diagnostic tool that also kills you. No two visitors encounter exactly the same Silent Hill, which is the most efficient possible design for a location built on personalized suffering.
