Maintaining Common Sense
Scherb was a member of the El Paso County police department, which was responsible for protecting the over 663,000 people who lived in the county at the time. Due to the extremely low number of law enforcement officers relative to the population at large, the officers had a difficult time keeping up with everything that needed to be completed.
They engaged in activities of their own choosing in order to release some of the bottled-up energy that had been gathering inside of them and to keep some semblance of their sanity intact. Officer Scherb did not in any way, shape, or form violate this rule in any way, shape, or form.
