#16: Emergency Services Have to Think in Two Systems
Emergencies do not care whether a state border runs through the middle of an urban area. Police, ambulance, fire, hospitals, and other agencies are organized through separate Queensland and New South Wales systems, while residents themselves may move between the two sides several times in an ordinary day. Coordination therefore depends on clear locations and records rather than casual assumptions about what a nearby clock happens to say.
