When Small Creatures Stopped Major Developments in Their Tracks

Rapid population growth in Riverside County placed increasing pressure on open land that also served as habitat for the endangered Stephens’ kangaroo rat. After the species was listed under the Endangered Species Act in 1988, many proposed housing developments required significant redesigns before construction could proceed. Developers often dedicated portions of valuable land as protected conservation areas while modifying subdivision layouts to reduce habitat fragmentation. Although these changes increased development costs, they also preserved important open spaces within one of California’s fastest-growing regions.
