California’s valley elderberry longhorn beetle depends almost entirely on elderberry shrubs, plants that frequently grow along levees and waterways requiring periodic maintenance. After the beetle received federal protection in 1980, flood-control agencies faced new environmental requirements before removing vegetation during repair projects. Construction crews often needed to relocate or replace elderberry shrubs before beginning work, even when infrastructure repairs were considered urgent. These additional conservation measures sometimes extended project schedules but reduced the risk of harming the beetle’s habitat.
