Confused Situation
The fact that the Zambezi River ran along the border between Zambia and Zimbabwe, and that Erin was dragged out of the water on the Zimbabwe side of the border, meant that she did not receive help in time to save her life. Because of this, Erin was unable to receive assistance straight away. As a result of this, she made the decision not to seek assistance from the Zambian government.
They were unable to aid her because she did not have a passport from Zimbabwe, which prevented them from doing so and prevented them from contacting the local medical experts who could have assisted her. The holidaymakers who had raced to her rescue and assisted her became irate after they were compensated for the difficult work they had done.
